(1)獲得國內外創業投資事業投資、獲得行政院國家發展基金創業天使投資方案投資，或於政府認定之國內外或國際新創募資平臺投（籌）資新臺幣二百萬元以上。
(2)於一年內曾經實質進駐或現已實質進駐下列園區或創育機構，並經該園區或創育機構推薦者。
(3)取得國內外專利權、國內發明或設計專利權，或事實足認具專業技能。
(4)取得國內植物品種權或動物命名登記，但不包括經讓與或授權實施者。
(5)參加國內外具代表性之創業、設計競賽獲獎，或申請政府鼓勵外國創業家來臺專案計畫通過。
(6)曾於國內外具指標性之國際時裝展演、影展、國際時尚獎項入圍或獲獎。
(7)其他經中央目的事業主管機關認定或推薦具創新能力。
(8)已在臺設立符合具創新能力之新創事業認定原則之事業，擔任該事業負責人、經理人或主管等職務，並投資新臺幣一百萬元以上。

1.Received Investment - foreign or domestic investment of NT$2 million.
2.Stationed - stationing in the parks or startup incubators, and be recommended by such parks or incubators.
3.Professional skill - patent or other professional skill.
4.Right registration in Taiwan - plant variety rights, or animal name registration in Taiwan.
5.Reward - awarded in startup or design competition / involved in foreigner entrepreneurship project.
6.Fashion Shows/Film Festival -  shortlisted or awarded.
7.Innovation Capability - for Innovation Capability by Government.
8.Enterprise Established - representative, managing position & investment of NT$1 million.
